“Meet the Arts Leaders” Series: Mr. Alex Cheung
HKAAA is very grateful to have Mr Alex Cheung from the Leisure and Cultural Services Department to be our first MTAL speaker. Alex has experience in a wide range of projects, including venue establishment, to arts festival production.
 
Government bodies usually position and operate differently than other arts companies. Mr Cheung will talk about how he leads his team to develop artistic programmes. He would also share the most interesting and challenging parts in his career, as well as how he sees himself as a seasoned arts administrator.
 
Since 2017, HKAAA has organised “Meet the Arts Leaders” (MTAL) series and has invited outstanding arts leaders as our speakers, including Ms Helen Ng, Mr K.B. Chan, and Mr Michael MacLeod.

【Highlight Recap】Cultural Tour Series : Meet the Local Culture – Guided Tour in Tung Nam Lou Art Hotel with the Art Curator Dialogue
Art Hotel is the new hip trend nowadays - with hotel groups redefining their properties with arts and cultural concepts. Last Saturday, we organised an exclusive tour with Tung Nam Lou Art Hotel. Over 20 of our members and volunteers turned up and we thoroughly enjoyed the afternoon exploring the new, stylish space.
 
Tung Nam Lou, a former Chinese Restaurant, was recently revamped into an artistic complex combining a hotel, co-working space and exhibition venue. The hotel is located within walking distance to many hotspots with historical and cultural significance including Yau Ma Tei Theatre, Fruit Market, Jade Market and Brick Building. Ms Cathy Tsang, Art Curator of Tung Nam Lou, stated that their aim is to bring artists, art lovers, locals and travellers together to create an art community. They want to make the hotel a new cultural spot in the neighbourhood.
 
We had a fantastic afternoon and we are grateful for Tung Nam Lou Art Hotel's support in organising the tour, as well as their enthusiasm in being a part of the local art scene in Hong Kong.

‘Five Artists: Sites Encountered’ exhibition's public event: In Conversation with Lee Bul
South Korean contemporary artist Lee Bul appeared on the art scene in the late 1980s as a performance artist, turned her attention to sculptures by the mid-1990s. Lee Bul’s idea of site and place is pertinent to her upbringing under the military dictatorship in the post-Korean war era marked by political turmoil and industrial development. Her recent sculptural works often draw inspiration from the futuristic vision of nineteenth-and twentieth-century utopian thinkers and architects, offer imaginative views on the development of site and place. Join us on 3 October for ‘In Conversation with Lee Bul’, in which following an introduction by exhibition curator Pauline J. Yao, Lee Bul and architectural historian Cole Roskam discuss ideas of utopia and speculative architecture exemplified in the artist’s maquettes.

THE COMPETITION/FESTIVAL STARTS IN 11 DAYS
HERE WHAT IS IN STORE FOR MUSIC LOVERS IN HONG KONG !

 
More than 50 events from piano and guitar solos, chamber ensemble and piano concerto performances, master classes in piano and guitar to fascinating presentations on music.
 
Our Piano Competition involved advertising across the world for qualified candidates to send for the preliminary stage their recordings of piano pieces from a set list. On the basis of these recordings the members of jury, the judges of the competition, after two round of secret voting selected 15 candidates they considered most promising and invited them to come to Hong Kong to play in the semi-finals. Then from these, 6 will be chosen, to go on to play the finals. During the Competition you can enjoy listening to the 15 semi-finalists in 15 piano solo recitals, and then listen to the 6 finalists in 6 piano-chamber performances with the Logos quartet and 6 piano concertos with the Competition Orchestra conducted by maestro Ignat Sholzhenitsyn.
 
The Joy of Music Festival will thrill you with 6 Gala Performances, 4 piano concertos by 4 jury members with the Competition Orchestra in a single night! Add to that the Prize Giving Ceremony and the performances of  the Club of the Winners, our past 4 first prize-winners to be joined by our 5th first prize-winner!  There are also performances by first prize -winners of other major international competitions, a piano solo performance by a jury member, a performance by the Logos Quartet and two world-class guitarists in two separate presentations.
There will also be 6 piano master classes sessions by members of the jury and 8 guitar master classes sessions plus guitar/lecture demos and performances.  There will also be two presentations on aspects of composing, performing and recording music, and a historic-musical journey about Chopin.

The 14th Hong Kong Arts Development Awards Now Open for Nominations
Organised by the Hong Kong Arts Development Council, the Hong Kong Arts Development Awards is an annual flagship event in the local arts scene. It aims to give formal recognition to distinguished arts practitioners, up-and-coming artists with outstanding achievements, individuals, groups and organisations that have actively supported and participated in arts event, education and promotion and made significant contributions to the arts development in Hong Kong.
 
From this year onwards, the Hong Kong Arts Development Awards 2019 is renamed as “the 14th Hong Kong Arts Development Awards”. Artist of the Year, Award for Young Artist, Award for Arts Education, Award for Arts Promotion and Award for Arts Sponsorship are now open for nominations under the awards. Recipients of Artist of the Year and Award for Young Artist will receive a cash award of HK$50,000 and HK$25,000 respectively.

文化項目公私營合作的關鍵要素 ——「西九」項目淺析

緒論
香港特別行政區政府(以下簡稱「港府」)自2003年在西九龍文娛藝術區(現稱西九文化區,以下簡稱「西九」)項目中引入私營機構進行合作,至2006年宣布計劃調整,期間爭議不斷。本文分析西九項目採用公私營合作模式的合理性,探討公眾參與對於該模式細節修正的意義,並試圖指出導致西九項目進展緩慢的根本原因,提出借用私營機構的優勢,促進文化項目發展的建議。
 
不斷擴大的功能和規模需求
 
1998年,香港旅遊協會向立法會建議興建「新國際演藝場館」,以進一步加強香港在文娛方面的吸引力。次年,受委託方在研究報告提出建議選址於西九龍地皮後,港府希望產生匯聚效應,將規劃擴大為「西九龍文娛藝術區」。其後幾年內,公眾及相關團體不斷向政府進言,提出文化硬件齊全、休憩用地開闊等期望。面對不斷擴大的功能和規模需求,單憑港府的預算難以支撐西九項目的建設和後續營運,引入私營機構的資金和營運方式自然成為當時最好的出路。
 
公私營合作模式能利用公營部門和私營機構各自的資源和長處,使兩方共同承擔責任和風險,從而取得更加優質、更具效益的成果,自上世紀七十年代起,已被英美等國廣泛使用。香港在早年亦開始應用該模式來發展不同項目,如西區海底隧道和亞洲國際博覽館等,但與其他世界級城市相比,香港的公私營合作項目相對少,至目前為止仍處於探索發展階段。
 
作為公私營合作上的實驗性項目,西九項目這個「香港有史以來最大型的文化項目」從概念提出至今二十年,經歷了眾多風波,加之私營機構的助力也受多種客觀條件限制,因此其进展緩慢。或許,公眾應該降低對西九項目的期望,甚至只考慮建造一個緩解香港演藝場地壓力和帶動經濟的綜合場館?
 
公眾參與的重要意義 
 
2003年,港府向私人發展商提出西九「發展建議邀請書」引起社會爭議。對此,港府在之後兩年開展公眾諮詢,當中包括使用公開展覽、研討會和派發意見卡等形式。公眾團體亦自發組織多次會議、論壇和提交意見書等活動,積極參與西九項目研究和建議。2005年10月,港府根據市民期望,取消單一發展模式,引進新發展規範和條件。然而,次年2月港府在多方壓力下,宣布推倒重來。
 
公眾促使西九公私營合作模式細節作出修正,並曝光不規範行為,已充分說明了公眾對於文化項目有建議和監督等重要意義,也體現了香港文化政策在近二十年逐漸出現的「描述式」(Descriptive Policies) 風格。
 
建立機制才是順利發展的關鍵   
 
有人將西九項目的問題歸咎於公私營合作,而筆者認為問題的根源,在於不規範的操作左右了決策的公正性和持續性,影響了西九項目的進度及效果。
 
西九項目的推進,需要完善的機制作為保障。2008年成立的西九文化區管理局和今年3月成立的公私營合作項目委員會,都是保障機制上的里程碑。筆者盼望西九項目能夠不斷完善該架構,同時對於決策和執行流程的相關機構和人員,能制定嚴格的約束,形成有力的內外監督,以私營機構的優勢促進公共項目的順利進行,用文化帶動社會的發展。

Practice Poetry in Motion with Legend Lin Dance Theatre
Famous choreographer Lin Lee-chen has developed her own dance language and training method based on the Eastern aesthetics and philosophy, she established Legend Lin Dance Theatre in 1995. Poetry in Motion is a 3-day programme comprises a dialogue between the master and Mr Tsang Man Tung (Stage Designer, Singing Bowl Performer), a screening co-presented with Hong Kong International Photo Festival of an documentary on the dance theatre, concluded by a performance and workshop. The training starts from the central axis and the six-character mantra (calm, settle, relax, ground, slow, and power), and involves the integration of body and mind. Poetry in Motion provides an inside look at the world of Legend Lin Dance Theatre.

A Cosmopolitan Symphony - Opening Concert of the 43rd Orchestral Season of the HKCO
The Hong Kong Chinese Orchestra has been invited to perform in the Opening Ceremony of the ‘Festival Hong Kong 2019 - A Cultural Extravaganza@Shanghai’ in Shanghai coming November.
