About SEE Series
Balancing the elements of a project – time, money, scope and people – is one of the biggest challenges faced by arts administrators. It is difficult to standardise each project into a formula. SEE stands for Share, Explore and Experience. To put things in perspective, different art groups will be invited to share their difficulties encountered and the solutions to tackle the issues with participants. At the same time, participants can also share their thoughts and opinions towards the performance or exhibition. The two-way communication allows participants to further explore and experience the performance/ artwork through the activity, with a final goal to enhance audience appreciation.
 
This time, we are pleased to invite Hong Kong Ballet to share with us their new Wardrobe Department in San Po Kong. Joanne will show us around and share with us the recent work – Peter Pan. If you would like to learn more about the work of Wardrobe Department, you shouldn't miss out this tour!

Hong Kong Arts Administrators Association (HKAAA) strives to support the advancement of a flourishing arts scene by establishing a network connecting arts administrators in local and neighbor areas.

Following the huge success of our previous Recruitment Days, HKAAA is launching its seventh large-scale recruitment day at Jao Tsung-I Academy on 17 August 2019 (Sat) to supply different levels of jobs in the arts field.
 
Hong Kong Arts Administrators Association Recruitment Day 2019 serves as a free platform for participating arts organizations and job seekers, offering an opportunity for on-location job application and interview. HKAAA will also organize on-site career talks, so as to deepen job seekers' understanding towards the direction of the career path. This year, HKAAA specially adds the session of Career Fair and Human Library. Through conversation and interaction with art administrators in different fields, participants can get a closer look into the industry's current situation and job requirements, with an aim to further share and exchange their career planning experience to each other.

【Vote for the Arts】Voter Registration for HKAAA Members
In the coming six weeks till 9 August (Friday), Hong Kong Arts Administrators Association can register members as voters for Phase 2 of the 2019 Nomination of Representatives of Arts Interests for the Hong Kong Arts Development Council (HKADC) (the Nomination Exercise). Registered voters may take part in the subsequent phases of the Nomination Exercise including nomination of candidates, electioneering and polling.
 
Criteria as voters are as follows: 
  1. Aged 18 years or above with a valid Hong Kong Identity Card;
  2. Joined HKAAA member for not less than one year prior to 7 January 2019*
 
*If member who has joined HKAAA for less than one year but has, prior to joining HKAAA, been a member of one or more eligible arts organisation(s) and his/her membership with all these organisations is not less than one year combined, then HKAAA may produce for consideration by the Nomination Agent documentary proof of his/her membership record(s) with these eligible arts organisation(s) for the purpose of satisfying the "one-year" rule.

「活化工廈」與藝術、創意產業——香港未來之縮影

香港演藝學院電影電視藝術學士,香港中文大學文化管理文學碩士在讀。編劇,影視及媒體工作者。曾從事影視策劃與製作、電影發行等工作。
 
2009年,時任發展局局長的林鄭月娥提出「活化工廈」計劃,其中「包括六項產業等高增值經濟活動的發展」更是計劃的重點 。作為「六項產業」其一的文化與創意產業界別,理應在計劃提出後享受政策的福利。而隨後界別發動控訴政府「規管」乃至淘汰藝術家及小用戶,讓利地產商的「生勾勾被活化大遊行」 ,遊行中的問題至今依然沒有得到合理的解決。同時政府沒有出台配套的文化政策與更新相應的條例支持藝術行業在工廈紮根——如歷經四次遷移,最終放棄在工廈駐留的音樂live house「Hidden Agenda」,便是這波活化浪潮裡最廣為人知的「受害者」。
 
實際上在「活化工廈」計劃中直接獲利的,是早就嗅到活化工廈潛在利益的大發展商與業主。然而大眾就該責備發展商全盤侵吞了「活化工廈」計劃帶來好處嗎?發展商對推動工廈活化的正面貢獻不應該被完全否定。關鍵在於,香港政府理應在短期利益與長遠發展中做出合理的分配,平衡發展商的獲利同時,照顧市民需求及「六項產業」的持續發展。
 
或許因為資本與民眾的矛盾問題長期困擾著港府,2013年開始,「藝術空間」計劃與「青年共享空間計劃」相繼提出,以優惠的租金吸引青年用家,但這兩個計劃卻沒有得到預期的反響。一方面,可租用的單位數量少,以「藝術空間」計劃的觀塘柏秀中心為例,可供租用單位僅有17個 ;其次各門藝術對空間的運用需求也不盡相同,政府和發展商往往沒有考慮到個別藝術行業自身的特殊性,「一視同仁」的對策顯得相當侷限。
 
另一方面,在發展局局長馬紹祥對「藝術工作室」的定義裡,沒有考慮到除視覺藝術工作室外,其他藝術團體的需求 。提供「服務」和「演出」的藝術團體想要合法在工廈駐紮,需要繳納土地用途限制豁免費用。有使用工廈的藝術家表示,一個1200呎的單位每年需要交高達78萬港幣的豁免費 。種種限定與租金高漲造成了自「活化工廈」計劃後,一些藝術團體遊走在法律漏洞邊緣的情況。
 
2018年《行政長官2018年施政報告》正式宣告「活化工廈」邁入全新的「2.0」階段,發展局也落實放寬工業大廈地契豁免書申請的安排 。但目前就「活化工廈1.0」遺留的諸如租金,用戶與商家、政府的矛盾,各類限制條例等問題,並沒有得到有效的解決,而隨著「2.0」的到來,將會有更多的問題湧現。究其原因,政府與發展商需要正視及重視藝術、創意產業,同樣的,藝術與創意產業也不能長期依賴政府及發展商的「愛心」來獲得發展。
 
「活化工廈」計劃不僅是一個關於香港的土地使用與經濟發展的計劃,它涉及了社會的方方面面,無論是民生、道德問題,或者香港的行業轉型,還是相關法律的制定與更新,「活化工廈」計劃都是香港未來發展的一個重要的,值得參考借鑑的縮影。

【Hong Kong Dance Company Proudly Presented: String Music Dance Theatre Dance of Strings】
A stage performance where the wave of rhyme meets the shape of emotion.
 
The journey of exploration starts with familiar tunes of Chinese folk songs that emerged from the encounters of the bow and the string. The dance steps weaved the encounters into endless intersections that prompt resonating emotions.
 
In this piece of performance, Yang Yuntao, Artistic Director of Hong Kong Dance Company, works closely with Yao Jue, world-renowned violinist and Lam Fung, top Asia composer, to examine Chinese folk music with a Hong Kong perspective. It has been 5 years since Yang’s last cooperation with Yao in the Grand Dance Poem of The Butterfly Lovers. Once again, they create a beautiful performance that delights and enchants the audience.

Four “truths” in a murder.
How can one be free from the dirt?
 
In a grove happens a murder. Four persons are involved: the ‘fierce’ bandit, the ‘unyielding’ samurai, the ‘loyal’ wife and a woodcutter who ‘witnessed the truth’. Each tells a contradictory story. Last year Chung Ying presented the drama adaptation with Best Director awardee of the Hong Kong Drama Awards Tony Wong as the director, winning Best Director (Tragedy/Drama), Best Lighting Design and Outstanding Production of the Year from the Hong Kong Drama Awards. It is definitely a play you should never miss.
