“Practical Guide for Participation in Overseas Fringe Festivals”

With the objective of assisting Taiwanese performing arts groups to present themselves on the international stage and to grasp a basic understanding about international touring, the National Culture and Arts Foundation (NCAF) of Taiwan published “Practical Guide for Participation in Overseas Fringe Festivals” in January. Performing arts groups in Taiwan can get a free copy after registering online. With the help of my Taiwanese friends, I managed to get a copy on behalf of the Association. Some skills provided by the Guide are applicable to Hong Kong’s performing arts groups as well, you are welcome to borrow the copy for your reference. And even more conveniently, the NCAF has announced earlier this week that the online version of the Guide is now available for downloading.
 
The guide mainly uses the OFF Festival d’Avignon of France as an example in illustrating the procedures and skills in participating in overseas fringe festivals while other international touring opportunities are discussed as well.
 
The 159 pages long Guide includes the following 7 chapters, which are split into more detailed points of instruction:
 
1) Are you ready?—Self-evaluation of arts groups in preparing to join overseas arts festivals
2) A brief history on the establishment and reference figures of OFF Festival d’Avignon of France
3) Pre-departure preparation
4) Departure and arrival
5) Performance
6) Marketing events: International networking
7) Follow-up work after returning to Taiwan

 
The Guide provides practical information as seen from the topics. More than 50 graphic info charts are used in the Guide to help arts practitioners understand the bits and pieces of joining overseas arts festivals. Arts groups that had the experience of participating in OFF Festival d’Avignon are asked to share their experience: M.O.V.E. Theatre, Shakespeare's Wild Sisters Group, Riverbed Theatre and T.T.C Dance.
 
The Practical Guide surely makes great help to performing arts groups in preparing to joining international touring events. Supported by the Taiwan Culture Ministry, the NCAF offers arts funding and through the assistance of Centre culturel de Taiwan à Paris, the NCAF assists Taiwanese arts groups in OFF Festival d’Avignon in terms of performance space. The programme structure is similar to that of Hong Kong Arts Development Council organizing the Venice Architecture Biennale - Hong Kong Exhibition, yet the NCAF conducts an open call for proposal every year and accepts 4-5 arts groups after selection. Application for Admission to 2015 Intake is Now Open
  
The Master of Arts in Community-based Arts Education programme is offered by The Department of Cultural and Creative Arts at The Hong Kong Institute of Education (HKIEd). The MA(CBAE) now invites applications for admission to its 2015 cohort and it is the first programme of its kind in Hong Kong and East Asia integrating Community-based Arts and Education and is designed for professionals and educators working in the fields of visual arts, music, various interdisciplinary projects, social design, architecture and social sciences.
 
The MA(CBAE) programme aims to equip action-oriented, community-based arts and education professionals with the necessary knowledge and skills to initiate, plan and manage field-based and interdisciplinary arts and education programs integrating community activation and creative aesthetic development. This MA(CBAE) covers the area of aesthetics, arts management in education, participatory arts, cultural ecology, arts dissemination and new media.
 
Students will normally take one to two years to complete the programme.
